Biography

Joe Leask is the Decommissioning Compliance and Strategy Manager at bp, where he plays a central role in overseeing one of the largest decommissioning liabilities in the global energy sector, currently valued at over $16 billion.

Joe leads the module Cost Estimation, Compliance & Strategic Planning in Offshore Decommissioning, offering deep insights into the financial, regulatory, and strategic aspects of large-scale decommissioning projects. With more than three years in his current role and additional project leadership experience across both the UK North Sea and U.S. Gulf of Mexico, Joe has managed complex operations including Project Boomerang, a multi-year decommissioning effort encompassing 12 platforms, over 200 wells, and 30 pipelines.

Joe is responsible for maintaining bp’s annual decommissioning cost estimates, ensuring compliance with internal assurance standards and external audit requirements. His global perspective on infrastructure, market capability, and regulatory frameworks allows him to identify both risks and opportunities across bp’s extensive decommissioning portfolio.
